"To hear PEN America and Moms For Liberty speak about the dangers of a society curtailing free speech, you may need to squint to see the differences.

Both organizations profess an unwavering commitment to liberty, but stand firmly on either side of a growing debate about book banning in America.

PEN America, a nonprofit aimed at bolstering the freedom to write and read, has emerged as an outspoken critic of removing reading materials from schools and libraries that have been deemed inappropriate, most often by advocacy groups, but also by individual parents. PEN has been tracking book bans since 2021 and filed lawsuits alongside families and publishers that challenge book restrictions in schools.

Moms For Liberty, a conservative collective, is among the leaders in the parental rights movement. Local chapters of the organization tackle issues across the educational landscape, guiding parents who want to raise concerns at their schools, and flexing their political might through endorsements, stamping President Donald Trump with their approval in 2024.

"Our mission at Moms for Liberty is to unify, educate and empower parents to defend their parental rights," Tina Descovich, one of the organization's founders, tells USA TODAY. "Parents have the fundamental right to direct the upbringing of their children, whether it be education or medical care …So they also have the right to monitor what their children are watching and reading."

They don't ban books, she says, that would require the government to bar a person from writing or selling the book. "I think many Americans have chosen to use that word to advance a political agenda instead of using the word correctly," she says.

PEN begs to differ. Kasey Meehan, director of the organization's Freedom to Read program, says, "Our guiding light has always been access." If a group of a few has the power to remove a book from a public space open to all, then that amounts to a ban, she argues.

Banned Books Week "is not about acknowledging bygone censorship, it's really about bringing awareness of censorship that’s happening today," she says. "We have seen pretty well coordinated campaigns that are put on school districts or that are driven by state legislatures or state governors to see certain types of books removed."

"What began in Florida in 2021 with three conservative women (two former school board members from neighboring counties and a current school board member) now claims 130,000 members in 300 chapters in 47 states. ...

But Liz Mikitarian, a retired Brevard County, Florida, kindergarten teacher and founder of STOP Moms for Liberty, says she tried seeking common ground with the group for a year. She posted comments on Moms for Liberty’s Facebook page. “I was looking for dialogue,” she said. “They weren’t interested.”

Mikitarian knew one of Moms for Liberty’s founders, Tina Descovich, who had been on the Brevard County school board before losing her seat in 2020. The connection didn’t help.

She says she attended increasingly unruly school board meetings as Moms for Liberty jelled. “They were saying they were seeing things in classrooms that were not going on,” Mikitarian said. When she objected, she said, things got ugly.

She says she was mocked and doxxed. “They started calling me a pedophile supporter. It was nuts. And I thought to myself: What is going on? Are there other people feeling this is a straight-out attack on public education? That’s when I started STOP Moms for Liberty.”

The group, she said, now has chapters in over 40 states. Unlike Moms for Liberty, STOP Moms is unincorporated and has no paid staff or funding. Its growth, Mikitarian said, has come through social media."

"Clay county has become a flashpoint in the state of Florida on the topic of book challenges. According to recent tallies, more than 175 books have been permanently removed from its public school libraries – a number which ranks among the highest of any county in the US – and hundreds more remain unavailable to students due to a policy unique to the county, requiring that books are pulled from shelves as soon as a challenge form is filed with the school district. Conservative activists from two organizations have seized on that policy, often filing multiple challenge forms at a time, which inundates the systems and committees that process the claims.

“The biggest issue facing Clay county right now is the backlog of challenges and the huge political divide that’s driving it. No other county is dealing with a similar problem,” says Jen Cousins, co-founder of the Florida Freedom to Read Project (FFTRP) and a mother of four. “They’re creating fake outrage over what’s available in libraries.”"
