""More organizations are seeing that trust is a measurement of profitability, of organizational health, of success," said Catherine Bannister, Tech Savvy and ethical tech leader at Deloitte. "This notion of ethics is becoming much more visible to stakeholders across the board and they are using that as a measure of trust, both internally and externally."

But there's no common definition for what ethical technology looks like and the conversation is ongoing. Instead, CIOs and other members of IT leadership are responsible for figuring out what tech ethics mean for their organizations in the near- and long-term. 

If an organization doesn't do its ethical due diligence, customers will catch on and trust will be diminished, according to Bannister."

But we at IBM don’t think this call to action should stop with the Vatican. Leaders of all the world’s great religions, as well as right-minded companies, governments, and organizations everywhere, should join this discussion and effort."

"Jamie Holcombe, Chief Information Officer at the U.S. Patent and Trademark Office (USPTO), seemed surprised to learn on Wednesday that both the Public and Private versions of the USPTO’s Patent Application Information Retrieval (PAIR) System have serious issues that are making workflows untenable for users.

Holcombe was participating in a public Forum on the PAIR system, where USPTO staff listened to stakeholders’ experiences since the Office implemented major security changes to the system on November 15, 2019. “The USPTO disabled the ability to look up public cases outside of a customer number using Private PAIR,” explained Shawn Lillemo, Software Product Manager at Harrity LLP, who attended the Forum. “Most patent professionals prior to the change could retrieve all the PAIR information they needed from Private PAIR. That is no longer true.”"

"Recently, I spoke with John Cabeca, USPTO Silicon Valley Regional Director in San Jose, California, about his experience at the USPTO and what’s next for him. John is a 30-plus year veteran of the USPTO. He served in numerous key leadership roles throughout his tenure and has dedicated much of his career working with significant customers of the USPTO on IP matters and through outreach and education programs to help small and large businesses, startups, and entrepreneurs. Over the years, he served the USPTO in important roles, including in the Office of Patent Legal Administration, the Office of Governmental Affairs, and most recently in the Office of the Under Secretary as Regional Director of the Silicon Valley...


LP: What does an average week on the job entails? What traits make a regional officer director successful?

JC: Every day is different and exciting. I could be meeting with entrepreneurs, seeing the latest technologies, doing a STEM activity with kids, or giving a keynote on IP policy.  In essence, the USPTO regional director serves as an emissary for the USPTO in the region and as a conduit for policy recommendations. Often, we meet with stakeholders from some of the most innovative companies in the world and help address their needs and priorities. I also travel quite a bit to all the states in the region, to make sure I understand stakeholder’s needs and concerns. I’m also fortunate to work alongside a talented, dedicated and hard-working team at the USPTO Silicon Valley Regional Office, that enable us to stay on top of everything! I’d say some important traits for a USPTO regional office director are in-depth knowledge of intellectual property, good listening skills, adaptability, the ability to think outside the box, as well as being a relentless advocate for our IP stakeholders.

LP: Can you share some of your accomplishments that you are most proud of during your time as a regional director of the SV office?

JC: Looking back over the past six years, it’s been amazing to be at the forefront of new technologies and see how rapidly they are being developed, including artificial intelligence, driverless cars, 5G, and more. To be able to see these firsthand and help those innovators get those products protected and to market has been really fulfilling. Every day is different, and it energized me to know that every day I was going to learn something. In addition, I’m proud to have led the design, build-out and opening of the USPTO Silicon Valley office facilities. We built an educational component throughout our space, and the office has become a destination for a wide range of visitors, including many international IP delegations coming to meet with us. Our staff works tirelessly to provide resources to the public, reviews applications thoroughly and quickly, and increases the understanding of IP rights. As for the Silicon Valley team, they have been an absolute treasure to work with. I am so very proud of the culture we created together, and honored to work alongside the amazing, talented, hard-working workforce of over 100 employees working out of the USPTO Silicon Valley office and to get to know many of the nearly 500 USPTO employees working from their homes across the region."

"The leading scientific model used to forecast storm surge and its effect on coastal areas, known as Adcirc, was created in large part by Rick Luettich, director of the institute of marine sciences at the University of North Carolina.

In a telephone interview during a break from boarding up the windows of his home in Morehead City, on the coast, Mr. Luettich noted that before 2012, the state pursued progressive policies that put it in the forefront of coastal management. When the legislature pushed back against the clear scientific evidence underlying climate change, he said, “it came as a shock.”

There is a lesson in that, he said.

[Bold and red added for emphasis] “The process of converting scientific research into policy is one that we take for granted at times,” Mr. Luettich said. “What we learned is that you can’t take that for granted. We need to have a closer dialogue with policymakers, to make sure we’re on the same page.”

"All of the systems we’ve built around handling personal data will need to be re-engineered to handle the new General Data Protection Regulation (GDPR) rules that go into effect that day. That’s a lot to accomplish, with very little time left.

While the eve of the GDPR deadline may not start parties like we had back on New Year’s Eve 1999 — when people counted down to “the end of the world” — stakeholders in organizations across the globe will be experiencing a range of emotions as they make their way through the seven stages of GDPR grief at varying speeds.

Like Y2K, May 25 could come and go without repercussion if people work behind the scenes to make their organizations compliant. Unfortunately, most companies are in the earliest stage of grief – denial – believing that GDPR does not apply to them (if they even know what it is). Denial rarely serves companies well. And in the case of GDPR non-compliance, it could cost them fines of up to 20 million euros ($24 million) or four percent of global annual turnover, whichever value is greater.

Luckily, there are sure-tell signs for each grief stage and advice to help individuals and their employers move through each (and fast):..."

"Software engineers continue to treat safety and ethics as specialities, rather than the foundations of all design; young engineers believe they just need to learn to code, change the world, disrupt something. Business leaders focus on getting a product out fast, confident that they will not be held to account if that product fails catastrophically. Simultaneously imagining their products as changing the world and not being important enough to require safety precautions, they behave like kids in a shop full of loaded AK-47’s...

Underpinning all of these need to be systems for deciding on what computer science ethics should be, and how they should be enforced. These will need to be built by a consensus among the stakeholders in the field, from industry, to academia, to capital, and most importantly, among the engineers and the public, who are ultimately most affected. It must be done with particular attention to diversity of representation. In computer science, more than any other field, system failures tend to affect people in different social contexts (race, gender, class, geography, disability) differently. Familiarity with the details of real life in these different contexts is required to prevent disaster...

What stands between these is attention to the core questions of engineering: to what uses might a system be put? How might it fail? And how will it behave when it does? Computer science must step up to the bar set by its sister fields, before its own bridge collapse — or worse, its own Hiroshima."

"Davis and Ballentine visited different law libraries around the state. They talked with people, took photographs and interviewed librarians to get a feel for what law library facilities are like.

“I was particularly interested in what law libraries are going to look like in 10 or 15 years,” Davis said. With changes in technology and the availability for resource materials Davis wondered how the role of law libraries would change in today’s society.

Davis and Ballentine worked on their study for about six months, then wrote up a report and presented it to the commissioners, the district attorneys and the law library committee which hired them to implement their recommendations in the fall of 2015. With new lighting, a repaired floor with new carpet and a computer work area with digital access to online resources the law library was reopened for business in January of 2016 and Davis was hired as the law librarian."

A wave of disruptive technological changes has hit higher education, forcing us to rethink the way we teach, learn, and provide educational resources. For libraries, the growing reach and sheer numbers of massive open online courses (MOOCs) raise unprecedented challenges and opportunities. As we try to see our role within this new market, it might be worth reflecting on our readiness to operate in the increasingly complex online landscape. Soon, librarians might be asked to provide access to copyrighted, licensed electronic resources for MOOC students around the world. Will we be equipped with the technology to accommodate unprecedented numbers of students inside and outside the university? We will also have to deal with legal issues related to MOOCs, such as intellectual property rights, privacy issues, and state regulations. After exhausting the many ways of saying no to difficult change, perhaps we can find a way to work with all the stakeholders and help shape the rapidly changing MOOC model in concert with our own needs while we still can... Libraries should not miss out on a chance to get involved in the future of MOOCs on campus; as Michalko noted, "At the times that libraries were slow to help, slow to reconfigure their resources, and waited to see what might develop, they lost chances to renew their importance to their home institution." The MOOC frontier offers new opportunities for librarians to provide leadership and guidance in advising administration, faculty, and students about changes in higher education. But first, we must study and analyze the MOOCs landscape so that we can shape the conversation about MOOCs and their successors in a more purposeful and organized way."
